The American Academy of Dermatologyโs application-order guidance places moisturizer and sunscreen before makeup. Think of primer as a makeup-preparation choice within that broader order. Follow any specific instructions for your skincare or prescribed products.
Choose primer for the finish you want
Moisturizer and primer have different jobs in this routine. A primer is chosen for a makeup-related effect, such as a matte finish, a softer-looking texture or subtle radiance. A moisturizing description on a primer does not tell you to skip the rest of your skincare or sunscreen directions.
Start with one question: what would you like to change about your makeup base? If it is shine, compare a mattifying option. If it is the appearance of texture, look at a cosmetic blurring formula. If you want a more luminous starting point, an illuminating finish may be the relevant choice.
You can also decide that you are happy without primer. These are optional finishing preferences for your base, not a checklist of products everyone needs. Choosing one clear purpose makes the comparison easier than adding another layer simply because it is called a primer.

How long should you wait before foundation?
Check the primer you chose. One option above explicitly calls for a minute; that does not establish the same waiting period for every primer. Where a label gives no numerical wait, follow its application directions rather than importing a countdown from another product.

Can you wear primer without foundation?
Check whether the product allows it. The water-balm option above explicitly does. If you prefer wearing a primer alone, choose one with directions that support that use instead of assuming every formula is intended to be worn the same way.
